In the March-May US temperature map from NOAA, Idaho was assigned the next
to lowest number, thus was second coolest in the lower 48, with Oregon the
coolest and Washington third coolest. Thus based on this map,
the Northwest had the coolest weather in the contiguous US from March to
May.

In the Pacific Northwest, this appears to be not as true. La Nina generally
brings cold, snowy, wet, active winters to the northern Cascades and the
northern Rockies.
