Many, MANY large city police departments manage to obtain reliable 
information (concerning serious, major heinous crimes) through interviews 
of witnesses and suspects, without the use of torture.

Question #1, Mr. Falen:  How can this be?

If the use of torture by a police department is merely suspected, officers 
are placed on administrative leave pending investigation.

Question #2, Mr. Falen:  Why wouldn't this approach work at GITMO?
