[Vision2020] Streets - I have to rant.

What is it that the City road crews don't get about snow and ice?  Why, when the temperature hovers below freezing, do they insist on using de-icer on intersections instead of gravel?

Most of the main streets in town today are skating rinks, and I've seen at least four wrecks.  Not to mention the chip truck that skidded through an intersection.
