[Vision2020] water and sewer

The thing I don't understand is how Moscow, a city, a public entity, can,
in effect create a private profit making enterprise selling water and sewer
to a private business.  If this is OK, there must be other markets for
water.  How about the Moscow Ancient Water Bottling Company?  The city
draws from the
aquifer, bottles, markets and sells water nationwide. How is this different
from the Hawkins deal?  Why is this not water mining?

I knew before the election that Steed, Krause, Carscallen, and GMA were pro
business and development.

I never dreamed this included development and business outside of Moscow or
Idaho.  I guess they're pro any business anywhere.

Then there's the sewers.  How can we sell part of this public utility to
private business?  How can we sell sewage capacity that doesn't exist?
