Yes, Tom,

It is just as lame as suggesting that the State of Washington cede 
Whitman County land to Idaho.

Tongue firmly planted in cheek.

I am shocked to learn that you believe that "Moscow could very easily 
develop upon its industry by expanding the technopark and curtailing 
exponential increases in the minimum wage, part-time labor force."

Please enlighten us as to how that could "very easily" be done - and 
perhaps you could explain why it hasn't been done already.
