The concept of the state of Washington "acquiring" Moscow is lame at best.

How would the University of Idaho, created by amendment to the Idaho 
constitution, be dealt with?

Do you really want to see a crusade of union labor in Moscow, Washington?  
Heck!  These people people whine over federally mandated minimum wage 
increases.

Moscow could very easily develop upon its industry by expanding the 
technopark and curtailing exponential increases in the minimum wage, part-
time labor force.

As far as an airport is concerned, wasn't a "regional" airport (located 
somewhere between Moscow and Lewston) to support the quad-cities discussed 
in the past?  That sounds more promising than two or three smaller 
airports.
