[Vision2020] Water Rights Question

Visionaries:

I have a question with respect to water rights I thought I'd ask here before
bugging our City Council again.

By becoming the water supplier for the Hawkins development, don't it also
get the benefit of our senior water rights rather than having (justly)
junior water rights status?
