A working hypothesis might be that prices are higher because the fuel retail 
and distribution channels can get away with it. They see an additional 
quarter-dollar per gallon in the local market because there are few people 
making pricing decisions, and they have tacitly agreed that they will take 
the money, and the commentary, rather than leave it, and forgo the talk.

We're obligated to pay because no alternate fuel channels exist to compete.
