[Vision2020] Personal property tax

Visionaries:

Someone asked for details on the 5% growth required.  At the end of a fiscal year, the state revenue will be compared to the prior fiscal year.  If there has been 5% growth, the personal property exemption kicks in.  If not, it will be necessary to wait a year to make a similar comparison.  Once that growth is achieved the exemption will be permanently ongoing.
