The first child abuse case was won in Britain on an animal cruelty law because the girl was considered property and men had the right to do with their property as they pleased. But people are also animals--the lawyer went with that and won the case. 

  Saundra is correct. Most people that abuse other people almost always start with animals. Most children that abuse animals will have abusive problems later on. If you ever see a child abusing or harassing an animal, report it.

Is it a case of it being "legal", or just not illegal?

I know, semantics, and I'm no lawyer, but there is probably no law at
all dealing with this subject.
