I have come to terms, over the past seven years, with the fact that when
Bush opens his mouth, he is likely to say what he believes to be the case,
or -- at least -- say something reflecting official policy. I have the naive
belief that when other heads of state do the same, they likely intend to do
exactly the same thing.
