Saundra,

According to J, it sounds like we can't do this. I was just thinking all a 
person would have to do, is reverse the plastic pickets in between the chain 
link. This way the city shop could look at it but it wouldn't be an eye sore 
to the general public.

Oh well, my offer still stands if things change and the city will be willing 
to let the public do a good deed.
