Re:       City of Moscow to Host a Public Forum on the City's New Capital Improvement Plans (CIP's) and Development Impact Fees

 

 

The City of Moscow will host a Public Forum for community members and business organizations to attend regarding the City's New Capital Improvement Plans and Development Impact Fees Study.  The meeting will be held in the City Hall Council Chambers located at 206 East Third Street from 6-8 pm on Thursday, December 13, 2007.

 

The meeting will provide an overview of "What are Capital Improvement Plans and why we are discussing them?"  CIP's are the City's department-by-department list of large infrastructure projects that will be needed over the next 10 years.  They include items such as new roads, fire stations, and parks.  It is important to discuss them, because completing CIP's will allow the City to maintain its current level of service for citizens.

 

Also presented will be a discussion of "What are Development Impact Fees?"  They are one-time charges paid by builders and developers on new construction.  Impact Fees are designed to pay for the growth-related portion of Moscow's Capital Improvement Plan so that existing residents are not financially burdened by new growth.  

 

The City of Moscow has recently conducted an Impact Fee Study to determine the amount it could charge new construction to help pay for the capital improvements.  However, before the City Council considers adopting the proposed new Capital Improvement Plans and the Development Impact Fees the City would like the public's input.  The City's Impact Fee consultant will give a background presentation at the Public Forum and then conduct a question and answer session.  

 

A public hearing regarding the Capital Improvement Plans will be held before the City of Moscow Planning and Zoning Commission in the City Hall Council Chambers located at 206 East Third Street at 7:30 pm on Wednesday, December 19, 2007.  Further review by City Council will be scheduled after that hearing.
