Ever try to handhold a telescope? Even small movements are magnified, add to that a moving aircraft and forgetaboutit, you wouldn't be able to see a thing.
This is why you see photographers using monopods and tripods. (Not to mention that large lenses get really heavy after a while.)
True, some new camera systems have "image stabilization" (including mine) but they only work to a point. Again, a moving aircraft isn't the ideal place to try to use them.
There are gyroscopic stabilization systems for cameras, but they are bulky diffucult to use and heavy. I wouldn't want to try to use one for hours in a moving aircraft.

For some things, the trained human eye is just a much better tool.

I'm glad to know they are checking the lines, an once of prevention, you know. 
So they annoy a few people for a few minutes, oh well. Those same people would be even more annoyed if a line fell, arced, lit a fire and burned down their homes.

Just putting a little perspective to this.

  Power IN Moscow is Avista. Outside city limits it is either Avista or Clearwater depending on where you are. The tall double wooden pole transmission lines that go north on the east edge of town are the main Clearwater lines.
