I think that your assumption that that the disclosure is the result of a public record request is erroneous. I seems more likely  to me that one of the recipients sent it to Vera. The commuter that it was sent from is still open to question, although it more than likely came from her work computer. In these discussions so far I tend to agree with Paul and Debbie ( I usually do).
Keely made some good points, but I think she is a way off if wanting home schooler and those who attend private schools to take courses from a public institution. Would she feel the same way about requiring those in public schools to take courses from a private institution. Turn about should be fair play.
