I have an idea: (Kudos to Delores Crow)

Let's give all the money back to the taxpayer.  Then, lets concoct a program, called, for instance, Connecting Idaho.  Then, let's borrow the money to pay for it.  Yeah, that's the American and Idaho conservative way.  Chuck
