[Vision2020] Hawkins protest

For anyone interested, the protest of the water right transfers 
applied for by the Hawkins Companies to supply water to their 
proposed state line development can be downloaded at:

The protest was filed by the Palouse Water Conservation Network, 
Palouse Group of the Sierra Club and the Moscow Civic Association. 
Lead authors are myself and Kevin Brackney, licensed professional 
hydrogeologist.
