Jackie,
NSA and Christ Church do not provide boarding or housing. That section of the website is just advice on ideas of where to live in town. Individual members of the Christ Church might, but taxes and zoning on that are up to each family that decides to rent a room out, not the church or school.
http://www.nsa.edu/mainpage/profile.html
"Room & Board The College provides no on-campus housing, but many students board with local Christian families or share apartments with other NSA students. The College expects its students to be mature enough to live independently. Students are responsible for their own housing arrangements. Costs for boarding with local Christian families vary considerably, but typically range from about $300 per month to $400 per month, depending on the living and meal arrangements. Two bedroom apartments typically rent in the $400 per month range, and duplexes and houses go for between $600 per month to $1200 per month."
UI has a similar page discussing housing options for students. UI is also not responsible for making sure all those housing units are zoned legally and taxes paid on rent and property unless it is one of their units.
You are really stretching for stuff to find on these people aren't you? I am afraid there just isn't enough full time work for you on the Dougie patrol if this is all you got.
Best,

some other thing that has yet to be discussed here by anyone but you?
The "boarding fee" that the students are paying is more along the lines of
$350-$400/MONTH per STUDENT. With upwards of 5 students in one home, that
amounts to about $15,750 per YEAR or better, for just the one home. THAT is
not small change and I do not believe the Feds or State believe it is
either.
And sorry, but even you saying that they "pay with services" will not make
it true. They pay with money, greenback, payola, cabbage - you pick it.
But it is currency no matter what slang you use. You doubt that they pay
with money, check out the NSA site yourself. On it, they specifically tell
the students what to expect to pay.
And "rent" of an apartment is NOT the same as a boarding house situation.
What you may have done with landlords is not the same as what is being done
in the boarding houses. You may want to listen to what Dougie and his
illegals are saying instead of trying so hard to stick up for them by
putting false information out there.
Sheesh....
