[Vision2020] To Be or Not To Be A Boarding House

J and y'all -

According to Title 4 (Zoning Code), Chapter 2 (Residential Zoning
Districts), Section 2-3 (Farm, Ranch, and Outdoor Recreation Zoning District
[FR]) of the Moscow City Code, boarding houses may be maintained in an FR
zone with a conditional use permit (apparently without any further
qualification.

According to Title 4 (Zoning Code), Chapter 2 (Residential Zoning
Districts), Section 2-6 (Moderate Density, Single Family Residential Zoning
District [R-2]) of the Moscow City Code, boarding houses may be maintained
in an R-2 zone with a conditional use permit provided:

"Boarding House or Bed and Breakfast Inn, limited to a maximum of two (2)
bedrooms, with the conditions that adequate off-street parking be provided
and that the use will not change the character of the neighborhood."

Jeesh, Dougie!  There comes that dang parking requirement again.  Seems that
you can't dodge parking standards no matter where you are at, huh?  If we
all could simply turn back our clocks a hundred years, our only concern
would be livery stables and horse manure.  Currently we are fresh out of the
former and Anselm House is chalk full of the latter.  Maybe . . .

Print it out and have the city council read it to you when you submit your
stack of Conditional Use Permit applications.

Didn't Dougie request and GET a rezone of his property from AG FST to R2, 
making BOARDING HOUSES illegal with/without a CUP?  And did that not get 
approved by the City Council on 7/17/06?  If that is the case (and I believe

it is) why is it that Nancy Wilson is telling people that she has FIVE girls

(Dougie does not want boys in his home - go figure) "boarding with us this 
year"?  I mean he asks and gets what he wants and then AGAIN flaunts the law

by still retaining his boarders.

Oh, and BTW - those of you that are still running Boarding Houses out of 
your homes but are "hiding" the cars by having the student's park a distance

way from your home (such as Dougie and Amos, to name two) - it does not 
work.  People are still noticing a number of students coming in and out of 
your homes on a regular/daily basis that are NOT related by blood or 
marriage to you.

I know this is a ssstttrrreeetttccchhh, but why not just FOLLOW the blinking

law instead of continuing to bat your eyes and sneaking around?!!!!  The 
Bible you read is CERTAINLY not the one most other people read or YOU'D 
FOLLOW ITS PRECEPTS AND STOP BREAKING THE LAW.

Dougie, I realize having your "partner" leave you in a lurch with nothing to

show for all you put into your project on Greensides Hill Development is 
hard to swallow, but really - continuing to run a boarding house just so you

can gain some coin?  Tsk, tsk, tsk.
