Those are good questions that ought to get asked and answered, Donovan. Why not come to the forum and ask them? Along with, "Where might be the best places to considering building a reservoir?; How would or could one be built?; How much would it cost?; Is the water available from surface collection or would we need to drill a well?; How would the community pay for a reservoir?; What are the biggest obstacles to a reservoir?; Does a reservoir slow the drain on the aquifer?; etc."
Hopefully, curious minds will be there, asking your questions, those I just posed, or others that occur to them.
Bruce

Won't digging a reservoir cause health problems with dust being less then 1.5 miles away from Moscow? And won't it use a lot of water?
Why don't we just have Naylor Farms dig us a hole, take the clay and dirt away, and use the water to fill the reservoir?
Curious minds want to know.
Best,
