I think your source was correct.  According to the Daily News (9/26/2006):

Hearing Examiner John Montgomery has submitted a revised decision in the
Pullman Wal-Mart appeal. 

The decision, which Montgomery submitted to the Whitman County Superior
Court Sept. 20, expands his earlier ruling upholding the city's approval of
Wal-Mart's site plan and environmental checklist, and denying the appeals by
the Pullman Alliance for Responsible Development. 

PARD filed its appeals in an attempt to block Wal-Mart from building a
223,000-square-foot super center on Bishop Boulevard. The group argued the
store would have significant impacts on traffic, the environment and the
local economy. 

Whitman County Superior Court Judge David Frazier ordered Montgomery to
shore up his previous decision with additional findings of fact and
conclusions of law at an appeal hearing in June. 

The case is scheduled for a second appeal hearing in front of Frazier at
1:30 p.m. Oct. 18." 

Note that the proposed location is on Bishop Blvd.  AFAIK, the approved site
plan is site specific, if Pullman's required site plans operate like the
site plans other places  :-)

I heard recently that they were going to start breaking ground soon across
from Safeway, but maybe my source was wrong.  It makes sense for Walmart to
want a central location too bad they need to put in a whole new building,
rather than planning ahead when they built the current store for potential
growth in the future.  

This area is not big enough to support
two super walmarts, so I for one am glad there will only be one store
between the two towns.  Two super walmarts seems like a little over kill to
me, lets shoot for a little more choice, maybe Target, Fred Meyer, Etc.
Choice is a good thing.
