There are times when war is probably the only viable alternative for nations 
as with those opposed to the Axis in WWII.

However, most of us abhor the carnage and dehumanization that war brings. 
What if we and other major nations decide to spend at least one half as much 
on finding ways to avoid war as we spend on preparing for and waging war?
