The Moscow Mayor, City Council and Staff welcome you to tonight's meeting.  We appreciate and encourage public participation.  For regular agenda items, an opportunity for public comment is sometimes provided after the staff report.  However, the formality of procedures varies with the purpose and subject of the agenda item; therefore, the Mayor may exercise discretion in deciding when to allow public comment during the course of the proceedings and limitations will be placed on the time allowed for comments.  Citizens wishing to comment on business which is not on the agenda will be provided the opportunity to do so as item number 2.  If you plan to address the Council, you will find a list of "Tips for Addressing the Council" on the table outside the City Council Chambers.  PLEASE TURN OFF CELL PHONES AND PAGERS AND FLASH PHOTOGRAPHY IS PROHIBITED.  Thank you for your interest in City government.

 

RENEWING OUR FOCUS - At each meeting, one City Council member will present an example of patriotism, humanitarianism, community spirit, or other inspirational message.  Contact a Council-member with examples to share at future meetings.

 

1.       Consent Agenda:  Any item will be removed from the consent agenda at the request of any member of the Council and that item will be considered separately later.  Approval by roll call vote.

2.       Public Comment and Mayor's Response Period (limit 15 minutes) - For members of the Public to speak to the Council regarding matters NOT on the Agenda and not currently pending before the Planning and Zoning Commission or Board of Adjustment, please state your name and address for the record and limit remarks to three minutes.  Mayor will respond to comments from previous meeting.

 

3.       Public Hearing - Zoning Code Amendment - Requiring Private Sidewalks

The Transportation Commission has expressed concern, for both safety and convenience reasons, over insufficient pedestrian access through parking lots and along driveways leading to parking lots on flag lots.  They have recommended an amendment to the Zoning Code to specify that sidewalks be required for pedestrians to get from public streets to buildings.  On August 23, 2006 the Planning and Zoning Commission unanimously recommended approval of an ordinance to amend the Zoning Code to require certain types of developments to include private sidewalks connecting building entrances to public streets.

 

ACTION:  Approve the Ordinance under suspension of the rules requiring three complete and separate readings and that it be read and published by title only; or consider the Ordinance on first reading and that it be read by title only; or reject the Ordinance; or take such other action deemed appropriate.

 

4.       Public Hearing - Zoning Code Amendment - Limit R-3 to 1 SFD or Duplex per Lot

There is currently an inconsistency in the Zoning Code where no more than one single family dwelling is allowed per lot in the R-1 and R-2 Zoning Districts, but the R-3 Zoning District does not specify that only one single family or duplex dwelling is allowed per lot.  Staff is unaware as to whether this is intentional or if it is to be assumed that the one building per lot limitation exists in the R-3 Zoning District.  Developers have been expressing interest in constructing multiple duplexes on single, oversized lots in the R-3 Zoning District.  It is often the case that R-3 abuts R-1 or R-2 Zoning and it is not uncommon for existing R-3 neighborhoods to contain a significant or predominant number of single family development.  Construction of multiple duplexes on single lots can have a multi-family development effect in these existing single family and duplex neighborhoods.  The proposed one dwelling or duplex per lot specification would create consistency in zoning districts and reduce the possibility of unintended impacts on R-1, R-2 and R-3 neighborhoods.  The Planning and Zoning Commission conducted a public hearing and recommended approval of this Code amendment on August 23, 2006.

 

ACTION:  Approve the Ordinance under suspension of the rules requiring three complete and separate readings and that it be read and published by title only; or consider the Ordinance on first reading and that it be read by title only; or reject the Ordinance; or take such other action deemed appropriate.

 

5.       Public Hearing - Zoning Code Amendment - Increase Side Street Garage Setbacks

Current Zoning Code requirements allow garages to be constructed on corner lots such that when a vehicle is parked in the driveway, there is insufficient room for the vehicle to avoid encroachment upon the sidewalk.  The Transportation Commission and the Planning and Zoning Commission are very interested in increasing a pedestrian friendly environment.  On August 23, 2006, the Planning & Zoning Commission conducted a public hearing and recommended approval of an ordinance to amend Zoning Code to increase minimum garage setbacks in residential zoning districts in order to aide in prevention of cars obstructing sidewalks.

 

ACTION:  Approve the Ordinance under suspension of the rules requiring three complete and separate readings and that it be read and published by title only; or consider the Ordinance on first reading and that it be read by title only; or reject the Ordinance; or take such other action deemed appropriate.

 

6.       Presentation on Salary Survey - Leslie Moss

In an effort to remain competitive in recruitment and retention and to keep salaries current within the City's market area, the City Council directed that a total compensation study should be conducted every four years.  Funds were budgeted in FY2006 for the study.  The Total Compensation Study was conducted on behalf of the City by Jan Mason Rauk and Lisa McCoskey, Total Compensation Survey Specialists.  The survey has been completed and is presented for your information.

 

ACTION:  None needed.

 

7.       Annual Pool Report - Dwight Curtis

After the conclusion of each summer pool season, the Parks and Recreation Department staff presents a summary of the seasons highlights to the City Council and Mayor. This report will cover expenses, revenues, attendance, data analysis, and assorted issues from the 2006 season at the Hamilton-Lowe Aquatics Center.

 

ACTION:  Accept report.

 

8.       Records Retention Resolution - Stephanie Kalasz / Randy Fife

Idaho Code § 50-967 requires that, prior to January 1, 2007, each City Council adopt by Resolution, a record retention schedule.  The proposed Resolution categorizes Moscow records pursuant to Idaho Code § 50-907 and includes a definition of what is not a "record" for retention purposes.  The proposed Resolution allows for the destruction of the listed items pursuant to current Idaho Code.  The Resolution allows various departments to dispose of records to preserve space and to control their day-to-day operations in an efficient manner with the assistance of the City Clerk and City Attorney.  This was reviewed by the Administrative Committee on October 9, 2006 and October 23, 2006.

 

ACTION:  Approve Resolution or take such other action deemed appropriate.

 

9.       Grant Allocations - Linda Pall / Stephanie Kalasz

At a workshop on October 23, 2006, the City Council heard presentations from applicants for the City's community grants.  The Council reached consensus on how to allocate the $19,000 grant funding which is being presented for Council consideration.  There was also discussion regarding the possibility of awarding more funding than was originally budgeted and a vote taken to discuss the issue at the next Council meeting.

 

ACTION:  Approve the 2006 grant allocations and consider allocating more funding for grants.
