[Vision2020] flowers in spring

Question for all,

I would like to know why the city of Moscow has someone planting annuals on 
the corner of hgwy 95 and hgwy 8, by the credit union. I see this every year 
and wonder if these are donated or bought. If donated why not ask for 
perennials or shrubs, so we don't have to pay for our "master gardner" to 
waste her time doing it every year. Does any one know? I personally would 
like to see a great rose garden there, but hey to each is their own.
