Who would employ the joint staff?  Would they be city or county employees?

  2)       One computer system that supports a combined 911 system (I realize that there will be one dispatcher dedicated to the city and another dedicated to the county but there is enough work for two dispatchers on each shift anyway)
  3)       Easy coordination of appropriate response to incidents
  4)       System Security, upgrade, and maintenance costs are shared
  5)       Use of both the city and county’s 911 phone tax in one system is more efficient than two systems 
  6)       Brings back to Moscow/Latah County revenue paid to Whitcom system – always better to have you tax dollars cycling in your community and not another
  7)       Immediately solves the overcrowding issue at the Latah County Courthouse, no need for a $3-5 million expansion
  8)       Lessens the parking crunch at the courthouse as well as the high school (save money needed for more parking lot development)
  9)       Lessens the parking crunch around the city police station and the eastern side of downtown
   
  If you were to try and combine the agencies into one large Latah County Sheriffs Office for further savings I have a hunch that will not work due to the unique response/service role that each agency has to their constituents.
   
  As for a building, the clear winner would be the old GTE building on Harold Street.  The building is very secure, has plenty of room for both departments, has easy access to all communications tie-ins, has a great secure parking lot, great central location, really does not have other great potential uses (Tidymans has a lot of potential future uses) and best of all would not be all that expensive to convert into this use.

    If the 2 agencies are planning on sharing a building, but not combining services or sharing facilities, what are the benefits to the taxpayers of this shared building?

    An endless rant is taking place about a letter to the Ed on the Council & rezone. Why now give Jennifer a little of that energy? I think this group had a good discussion about water, following a request to get back on mission, ie, visioning.

     

    Topics to consider:

    Is a joint center good or bad in its own right?

    Where might such a thing be best located -- planning issues. Land is coming open as the railroad pulls out of the area between downtown and university. Does that make sense for this?

    What is the impact on downtown if these services move from their current locations?
