Mark,
I think that the current facilities in the county courthouse would not need to be moved or modified with the exception of construction of a separate secure entrance.  As you know the jail houses detainees from the city, the county, state, and federal law enforcement and is one of the best county facilities in the state.  Why move what works well?

One obstacle to reuse of an existing building is the inclusion of the 
county jail facility. While not an impossible architectural task, 
jails are a lot more complicated than office/dispatch/training/duty 
rooms.
