The following makes for interesting read, especially when you consider that 
the forms were NEVER filled out correctly; well, ok - NOT AT ALL...no 
surprise there, I know, but I wonder why the City Staff is allowing it to go 
through as is:

NOTE:  There is absolutely no mention that this "community minded" 
development is to be a retirement community, despite Wilson's claim to the 
contrary.  All this is is another plot by Wilson and Hoffman to make a fast 
buck; each home is reportedly to START at $200K.  How that makes it 
affordable housing or helps to bring down prices of homes in Moscow is a 
genuine mystery.
