Have to agree wholeheartedly on this one.  There doesn't seem to be  any 
serious penalty for criminal behavior.  Look at the guy in yesterday's  Tribune 
who was turned loose early by a judge who assured everyone that  this rapist 
would not reoffend.  What happened as soon as he's let  loose?  He kidnaps and 
rapes two young girls.  The judge and the  rapist ought to hang side by side.
