[Vision2020] Moscow Central Business District

Visionaires,

Over the past several months, there has been much talk about saving 
the downtown business district (saving it from what is not entirely 
clear to me, but apparently there is some concern about this.)  Some 
have referred to this as the "core business district".  The New 
Cities group identified one strategy focused on providing new 
residential development within one mile of  "downtown".  They also 
identified another possible action as "Stake the social and economic 
future on the 'New Frontier' to keep Downtown Moscow the heart of the 
community.

What I am struggling with are the geographic boundaries of the "core 
business district" or "downtown Moscow". Have the city planning and 
zoning groups defined these boundaries?  Has the city defined 
them?  Is there any official mapping of this zone?  If there is no 
specific official designation, is there some defined area that those 
of you that use the term "downtown Moscow" have in mind?
