[Vision2020] Unclear P & Z Notice

Thanks for letting everyone know about this project notice.  It is land that 
Wilson, Hoffman and Grey own and is located off of N. Polk extension...the 
word is that they are planning to build a "compound" that would house the 
NSA students and be the start of Wilsonvile in Moscow.  Basically, from what 
people in the area have been told, it will be a community within a community 
- a gated community at that.

1.  If the 200 NSA students are adequately housed now, why build a large 
compound?  Does this mean that the population of NSA is expected to enlarge 
significantly, as Roy Atwood hinted at in his NSA statement in Jan?  If so, 
does this not violate his and Bob H's promise to keep the downtown school at 
the present level?  Does this mean, perhaps, that the NSA would actually 
move out of downtown?

2.  Since there are NUMEROUS people living in that area that would be 
affected and in fact are NOW affected, i.e. intrusion onto their property 
with the closing off of the access road, how much more is this going to 
interrupt their lives?  To date, there is a fire access road that is 
consistently blocked by cars from students who go to Wilson's and Grey's 
homes for "study groups".  The City does little to relieve the problem when 
the neighbors complain, now.  What is going to happen when that road is 
blocked by 200(+) students?  Just how are the present neighbors supposed to 
even access their homes if the area is turned over to this group?

3.  The compound, if allowed, will undoubtedly become tax exempt.  How will 
that affect the tax base for Moscow when so many people in one area are not 
paying their fair share?  Will it not fall on the rest of us to pay for 
their fire/police/ambulance/city amenities both for the City and County 
Latah?

4.  Once again, we see THIS special interest group getting special treatment 
for their project, from the City.  With the hoops that WalMart is having to 
go through (they, BTW, would be paying taxes on their land and sales taxes 
to the State which benefits everyone) why is it that THIS group continually 
gets waivers and "look the other way" treatment?  Is it not the DUTY of 
these citizens (Wilson, et al) to abide by the law that the REST OF US have 
to?  If the plans don't meet the requirements, why not re-make the project 
until it does?  Why not consider building outside of the City, away from 
neighbors and neighborhoods that have been established for years?

5.  Just how does this fall into line with not only the Comprehensive Plan 
but the New Cities?

I know when the meeting occurs, there will be a lot of slick talk and 
promises made...since the record for this group is NOT good as far as 
keeping their word, why believe them on this project?
