3. Distribution of Audit - Don Palmer
The FY2005 audit of the Moscow Urban Renewal Agency has been completed and published. Staff and the Presnell Gage accounting firm presented the audit and answered questions the previous URA meeting on February 7, 2006.
Action: Receive audit
4. Alturas II - Gary J. Riedner
a. Finance Update - Don Palmer
b. Proposal to Purchase Lot - Gary J. Riedner
EcoAnalysts, Inc., have submitted a proposal to purchase a Lot 4, Block 2 of Alturas Technology Park II. The proposal was made on February 14, 2006, within the 30 day solicitation period for requests for proposals, which was published on February 8, 2006. The proposal is attached. No other proposals were received prior to the expiration of the solicitation period.
The Commissioners should review the proposal and qualifications from EcoAnalysts, Inc. to determine if such proposal is satisfactory. If selected as a successful proposer, the URA may enter into an exclusive negotiation agreement with EcoAnalysts, Inc., pursuant to Idaho Code §50-2011. The exclusive negotiation agreement allows the URA to negotiate with the proposer, obtain the appraisal and comply with the requirements of Idaho Code.
Action: Review proposal and accompanying qualifications. If such proposal and qualifications are satisfactory, select EcoAnalysts, Inc. as a successful proposer and enter into an exclusive negotiation agreement with EcoAnalysts, Inc. or take such other action deemed appropriate.
5. Engagement of Gem Valley Appraisal Services - Gary J. Riedner
Staff has conducted research to identify a certified appraiser to conduct an appraisal of the Alturas II property in accordance with Idaho Code §50-2011. Staff has identified Gem Valley Appraisal Services as qualified to conduct such appraisal within a reasonable timetable.
Action: Review engagement letter and engage Gem Valley Appraisal Services to conduct appraisal of Alturas II property or take such other action deemed appropriate.
6. Marketing Proposal from LEDC - Margaret Howlett, Executive Director, Latah Economic Development Council
