[Vision2020] Bush Seeks Line-Item Veto

Actually, if the story I heard on NPR yesterday was correct, the line item
veto was passed by Congress during Clinton's presidency, and was around
until the Supreme Court held it unconstitutional.
I did not remember this at all; it must be in the same part of my brain as
our reasons for being in Iraq.
Bush says his version would be constitutional, though it will have no
advance warning that the New Orleans levees might breach during Katrina.
