[Vision2020] Escalation of claims, or normal procedure?

You don't get it, do you?

The car incidents, which WERE witnessed to, were never reported to the 
police.  No names were maligned, no criminal charges are pending, no 
"suspects" are awaiting to hear if they need to hire an attorney, no bosses 
need to have things explained to them, etc.  The incidents were handled in a 
MATURE and SANE manner and the MPD was left to deal with REAL issues.
