[Vision2020] ISP emphasis patrol this weekend

One of the biggest problems with pulling over is that places where  
one can pull off safely (especially when going the legal speed limit)  
are few and far between. I'm more than happy to get my little Honda  
out of peoples' way, if I can do it without crashing. Unfortunately,  
there are many places where I can't. One of the more annoying aspects  
of that law.
