1.      Approval of Minutes of July 10, 2006 - Stephanie Kalasz

 

2.      Receipt of Planning and Zoning Commission Recommendation on
Green Acres Rezone - Joel Plaskon

On July 19th, 2006, the Planning & Zoning Commission recommended
approval of a rezone for approximately 5.2 acres of land on the south
side of White Avenue and east of the School District Bus Garage.  The
Local Land Use Planning Act requires that the Council "receive" the
Commission recommendation prior to publication of the Council hearing
notice.  The proposed Council hearing date is August 21, 2006 as per the
attached draft hearing notice.

 

ACTION:  Receive recommendation.

 

3.      Indian Hills Lot Division - Andrew Ackerman

      The subject property is located at the southeast end of Indian
Hills Drive and is approximately .70 acre The applicant is requesting
that three additional lots, approximately 10,000 sq. ft. each, be
created. The proposed new lot dimensions meet all the minimum
requirements for lot dimensions and street frontage in the Low Density
Single-Family Residential (R-1) Zoning District.

 

ACTION:  Recommend approval of the lot division; or recommend denial of
the lot division; or take such other action deemed appropriate.

 

4.      Contract with Archaeological and Historical Services - Dave
Klatt

Staff has been negotiating a scope of work and cost for services with
Archaeological & Historical Services (AHS) to perform the cultural
investigation on the "A" Street project. They will be working in
conjunction with Welch-Comer Engineer's. The "A" Street project design
and construction is supported by federal funding and is scheduled for
2008 construction. The project limits are to begin east of Peterson
Drive and extend to Home Street, including Line Street.

 

ACTION:  Recommend approval of contract or take such other action deemed
appropriate.

 

5.      2006 Overlay Project Funding Reallocation - Les MacDonald

The City of Moscow has been developing an overlay project for Arterial
and Collector streets utilizing grant funds received from the Idaho
Transportation Department (ITD) and administered by the Local Highway
Technical Advisory Council (LHTAC).  ITD opened bids for the project in
late June and determined that the one bid received was over the project
budget.  In order for the project to precede additional local match
funding will be necessary in order to make up the difference between the
amount of grant funds available and the bid amount.  The City of Moscow
would need to provide approximately $80,000 in additional up front
funding for the project.  Staff recommendation is to proceed with the
project as bid by providing additional local match funding from the 2007
Annual Overlay budget funds via a short term fund loan from the Mountain
View Road Improvements budget item in the Capital Projects Fund.  This
is based on the likelihood that the prices for the work will not
decrease through a re-bid or a delay in the project.

 

ACTION:  Recommend approval of 2006 Overlay Project funding reallocation
or take such other action deemed appropriate.

 

6.      Sewer Rate Revenue Issue - Don Palmer

      Early in the 2006 calendar year, it was discovered that two sewer
rate categories were not meeting revenue requirements provided by HDR
last July 2005.   The City accepted the rate recommendations for the two
sewer categories provided by HDR consulting.  However, the revenue
stream is not meeting the target revenue necessary to achieve the sewer
operating and capital needs identified from the study.  HDR will present
findings to the Public Works Finance Committee regarding this issue and
the discussion from the Utility Rate Committee conducted earlier in the
day.   HDR will provide a recap of the Utility Rate Committee
Presentation held this morning regarding Other Commercial and Mixed Use
Customers.  Approximately 400 customers are affected by this change out
of estimated 5,200 Moscow customers.

 

ACTION:  Discuss issue and direct staff accordingly.

 

7.      Quarterly Financial Report - Don Palmer

Presentation of the financial report for the third quarter of fiscal
year 2005-2006 (April 01, 2006 through June 30, 2006).

 

ACTION:  Approve report.

3.      Mutual Aid Agreement with Neighboring Communities - Don Strong

This is an updated mutual aid agreement with fire departments that
surround Moscow.  It allows all surrounding entities to be on one mutual
aid agreement and to keep it current.  The mutual aid is for fire and
hazmat and specifies parameters of aid, command and allocation of cost.
The agreements are based on the ability of the requested department to
respond and do not obligate a response.  This is the first mutual aid
agreement for some of the neighboring Washington districts and
departments being included on the agreement as well.  This Agreement
assists the Department in improving fire ratings and obtaining grants.

 

ACTION:  Recommend approval of Mutual Aid Agreement or take such other
action deemed appropriate.
