an overlay project for Arterial and Collector streets utilizing grant funds
received from the Idaho Transportation Department (ITD) and administered by the
Local Highway Technical Advisory Council (LHTAC). ITD opened bids for the
project in late June and determined that the one bid received was over the
project budget. In order for the project to precede additional local
match funding will be necessary in order to make up the difference between the
amount of grant funds available and the bid amount. The City of <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place> would need to
provide approximately $80,000 in additional up front funding for the
project. Staff recommendation is to proceed with the project as bid by
providing additional local match funding from the 2007 Annual Overlay budget
funds via a short term fund loan from the Mountain View Road Improvements
budget item in the Capital Projects Fund. This is based on the likelihood
that the prices for the work will not decrease through a re-bid or a delay in

2005. The City accepted the rate recommendations for the two sewer
categories provided by HDR consulting. However, the revenue stream is not
meeting the target revenue necessary to achieve the sewer operating and capital
needs identified from the study. HDR will present findings to the Public
Works Finance Committee regarding this issue and the discussion from the
Utility Rate Committee conducted earlier in the day. HDR will
provide a recap of the Utility Rate Committee Presentation held this morning
regarding Other Commercial and Mixed Use Customers. Approximately 400
customers are affected by this change out of estimated 5,200 <st1:place w:st="on"><st1:City

entities to be on one mutual aid agreement and to keep it current. The mutual
aid is for fire and hazmat and specifies parameters of aid, command and
allocation of cost. The agreements are based on the ability of the
requested department to respond and do not obligate a response. This is
the first mutual aid agreement for some of the neighboring <st1:place w:st="on"><st1:State
w:st="on">Washington</st1:State></st1:place> districts and departments being
included on the agreement as well. This Agreement assists the Department
in improving fire ratings and obtaining grants.<o:p></o:p></span></font></p>
