J,

I would also think that deleting some of the small grounds crews would help 
too. What about the city road guys standing around all the time. We would 
save so much money by having 2/3 of the manpower working with more integrity 
and motivation, then driving around with their thumbs up their asses.Our 
staff leaders are in it for the money, and why not with a yearly salary that 
pays for laziness. They don't care if their crew drives 3 at a time back to 
the shop for a screw, in order to fix a part at the ordered job site.I 
garuantee if you gave the city staff to a private company, it would be run 
much better. Instead in order to fix the problem, our mayor wants to raise 
property taxes, when the state is trying to cut them.

Everyday I can drive around Moscow and I can see a project that involves 3-4 
city employees, in which 2-3 will be standing around. Yup city tax money 
well at work. How about our master gardener truck and the lady sitting on 
her ass plucking or planting whatever. Granted some things around town need 
to happen, but at a snails pace? Why not cut these positions? I know its 
hard to do that but is it not a business that the city is running?

Lastly, what is big and red which sleeps 4? Drum roll please. Bada ba doom. 
A moscow city truck.
