[Vision2020] A Pledge Idea

Tom,

"We, the City Council of Moscow, Idaho, pledge . . ."

Wouldn't this be repetitive, in which it would be one of the reasons the 
council didn't want it there in the first place? A city pledge does sound 
nice though.
