[Vision2020] light pollution, predators

I have friends who live at the base of Moscow Mt and have seen them in their yards. Also, one between here and Troy has seen them.

  I'm guessing a black bear would approach a farm or a house as a forager, looking for fruits and berries or garbage, rather that as a predator, looking to kill livestock or pets, right?

  Is all of this wildlife deterred by leaving on a light at night? How about by dogs?
