[Vision2020] Applaud Council

Again I ask - Who is running this city, the Council or the Staff?

I do not see the need for the City Council to have to dance around and beg 
the staff to do what they, the Council, asks of them.  They want a reason a 
4-way stop wouldn't work there and staff only reply is "It just wouldn't be 
necessary".  Says who?  The same people who insist there is no parking 
problem downtown?

The Council is trying hard to do what needs doing - the staff is trying hard 
to avoid doing what needs doing.

One last comment - when did the City decide the Palouse River Drive park was 
a done deal?  I thought talks with the UI and a possible land swap was still 
in the works.  When did the City staff decide the park is going in no matter 
who disagrees?
