Matt - Cost of living raises are not mandatory. As I understand it, Dr.
Donicht is now being paid like $99,000.00 a year. As far as I know anyone
who tries to cram down new high schools on swamp land, in my opinion shows
incompetence and not raise worthy nor worth $99,000.00 a year. Larger cities
can afford this type of salary. Remember, our true tax paying base is only
about $12,000.00. That is almost $1,000.00 a head. Pretty extravagant pay I
would say.

I would think that this would be a cost of living raise givin to all govt
