The Jewish Quarter of the Old City of Jerusalem was under Jewish Control 
from 1200 BCE until 1948 CE.  Prior to the Brits pulling out on the Mandate 
the Palestinian population entered the Jewish Quarter and slaughtered the 
old Hassidic Jews who lived there, though not one of them was armed.  They 
rounded up the bearded and caftan wearing folks and placed them in houses of 
worship that they then burned down around their ears.  The Arabs were lead 
in their actions on this by Arab Legion commanders who had previously served 
in Hitler's Waffen SS.

After 1949, Jordan controlled the Old City and East Jerusalem.  They lost 
that control in 1967.  It might be pointed out that Jordan had the ability 
from 1949-1967 to set up a Palestinian state on the West Bank, since that 
was actually part of the UN partition plan.

West Jerusalem has long been the modern Jewish place of settlement, dating 
back to Ottoman control.  Israeli suggestions for creation of a second state 
allow the Arab rich East portion of Jerusalem to be part of the Palestinian 
state.  What they have not allowed and the only part of the Occupied 
Territories that have been annexed is the Old City.  Unlike the actions of 
the Arabs who decided to make Old Jerusalem Juden Rein, they have allowed 
continued occupation for Arabs in the Old City and allowed the Arabs control 
of the Dome of the Rock.

The Palestinians have never controlled or had Jerusalem as a Capital.  It 
went from Turkish administration to British administration to Jordanian 
administration to Israeli administration.  They will still have East 
Jerusalem and access to their shrines in the old city.  What they will not 
have is the right to "drive the Jews into the Sea" or to deny Jewish access 
to the Western Wall.
