Interesting.

What about adding a planned unit development option?  Set it up so that if 
the developer of a subdivision turns half of rhe lands into a park or 
natrual area he gains some benefit,  On the other hand, tighten the screws 
on over development.  The net effect is incentivising good behavior and 
increasing green space.

Another thing would be the lack of any park or natural space in the 
Apartment areas.
