[Vision2020] bicycling

I just wanted to mention that bicycling has gotten much better on the 
Palouse in the past 10 years. The laws haven't changed in years, but 
bike lanes, bike paths, and general attitudes have changed and improved 
bicycling all over the Palouse. Many people now ride, and I predict 
that bicycling will do nothing but increase with spiking fuel prices. 
Because more people ride, conflicts between cars and bicyclists are 
going to happen. We should do everything in our powers to avoid that.  
I feel drivers and bicyclists don't really know the law regarding where 
bicyclist can legally ride. I personally have various modes of riding:
  *One mode is that I am a vehicle following all the rules of the road. 
If the speed limit is 25 mph, such as on 6th street, or going through 
downtown, I tend to ride a bit more in the lane because indeed I am 
moving along at about the speed limit for that street.  This helps me 
to avoid opening car doors, pot holes and sewer drains. This strategy 
also helps to prevent cars from trying to pass me only to turn at an 
intersection right in front of me. This still happens because cars 
don't always realize that a bicycle is moving at the speed limit for 
that street. Racing a bicycle to a stop sign so you can turn right is 
very dangerous, and poor, poor judgment.
*If I do happen to find myself on a highway, I stay as far to the right 
as possible. I try to anticipate problems and conflicts with cars. I 
really do not approve of riding two abreast except on the trail.
*Finally, I do not like to ride on the sidewalks. In a few instances, 
riding on sidewalks is a necessity. For example, lately with all the 
construction downtown I found myself riding to the Co-Op on the 
sidewalk from the south because I could not cope with the speeding 
traffic condensed into one lane.
As I mentioned in the beginning of this note, bicycling has improved 
greatly in the last decade. I see fewer cases of road rage, fewer 
aggressive maneuvers toward bicyclists, and maybe even fewer bonehead 
bicyclists. I believe this, to a great extent, is because the state, 
cities and counties here have invested some money in bike routes, bike 
lanes and bike paths that actually go somewhere.
We are going to see increased bicycling on all our roads, and highways. 
We should all get used to it and adjust our vision accordingly.
