[Vision2020] Working withOUT a License or Permit?

Title 54, Chapter 52, Idaho code requires licensing for almost all 
building construction/demolition. I think it's a bad law, but the big 
contractors won out in the legislature with the help of their 
lobbyists and horror stories of sleazy contractors.
