Dear Visionaries,
Below are two studies I have recently completed in which I analysis
the tax issues before the Idaho special session of the legislature on Aug.
25. I will be available to discuss these studies on Tu. Aug. 8 at the MJHS
at 7:00pm as part of a forum on the Gov.'s property and sales tax proposals.
You can find these studies at the link:

Cooke, Stephen C., C. Scott Benson, and Don Holley. "Idaho General Fund
Revenue FY06 Surplus: On-going and One-time Money" Powerpoint Analysis of
Budget Surplus that Caused Governor Risch to call a Special Session of the
Idaho Legislature, July 26, 2006.
Cooke, Stephen C., Leroy Stodick, and David Holland. "The Impact on
Idaho's Economy of Decreasing Property Taxes $260 million and Increasing
Sales Taxes $210 million on a Narrow Base" Powerpoint Analysis of Governor
James Risch's Property Tax Relief Bill under consideration by the Special
Session of the Idaho Legislature, August 3, 2006.
Conclusion: The Governor's proposals will increase taxes to all
households by about $50 million/year, create a $40 million/year gap in state
revenues that may get filled every other year, and provide $100 million/year
property tax break for businesses, primarily retail and wholesale
businesses.
