[Vision2020] alternative routes

I have been known to be wrong a time or *faux cough*
three... It is my understanding the reasoning is due
to the budget year, and the allocation of funds for
road repair. Perhaps Dan Carscallen would know, or
someone from City Hall who is on the list.
