Now, now, we all know that both ITD and the city of Moscow always  
wait until the students start returning to town before starting  
massive road work projects.  It's the law.  (Just kidding, btw).

1)  Why wasn’t the community given advance notice of such renovation?



2)  When were the plans for such renovation/construction completed?



3)  Who is/was responsible for informing the community?



4)  Were other options considered (staggering the projects over a few  
years versus an all-at-once approach)?



5)  What are the time factors involved in each project?



Is there anybody on this list capable of answering these questions?
