Another possibility concerning the simultaneous "closings" and "re-routings"
brought on by fairly extensive community renovation is the weather factor.

 

For instance:  If what is occurring is a conglomeration of long-term
projects (each with a fairly high priority), wouldn't it be advisable to
complete these projects prior to cold weather in November?  Some questions
do come to mind, though, if this is the case:  

 

1)  Why wasn't the community given advance notice of such renovation?

 

2)  When were the plans for such renovation/construction completed?

 

3)  Who is/was responsible for informing the community?

 

4)  Were other options considered (staggering the projects over a few years
versus an all-at-once approach)?

 

5)  What are the time factors involved in each project?

 

Is there anybody on this list capable of answering these questions?
