Wayne says, in part:

"People have a lot going on in their lives. They most likely do not
wish to make time to attend a lot of public hearings and experience the
inconveniences and frustrations adherent thereto."

Maybe people don't want to attend every public hearing the city is
having about every little thing going on, but by golly, if something is
happening in my neighborhood, I'm going to make it a point to figure out
what it is and whether or not it is going to affect me in a detrimental
fashion. If I don't figure it out, I don't really have a right to
complain about whatever comes down the pike. So far I've been made
aware of every public hearing for anything that's happened in my 'hood,
always by a sign posted on the subject property, and with a letter
mailed to me informing me of when the hearing is going to be and what it
is about. I think that's plenty to ask. Could more info be out there?
Sure! I think having EVERYTHING online is an excellent idea.

While I applaud the City trying to put as much information as possible
online for people to peruse, I know it is not a quick process. And
anyone who says staff doesn't bust their butts to get said stuff done
ain't spent much time around City Hall.
